I added the product you mentioned and also i added worth 299 product and tried.. Its not at all working..Once i remove the higher amount product coupon also removed..
Same as i added Rs 319 worth product and tried its not working..
Hope some thing not working for me..
If possible can you please add screenshot of your cart after apply the coupon..
